Jim Haley has more than 34 years of legal experience representing consumers, businesses, municipalities, and other governmental entities on a wide range of legal issues. The trajectory of his legal career arcs through administrative law, regulatory permitting and enforcement, market conduct regulation, healthcare and insurance regulation, billion-dollar construction project transactions, consumer advocacy, general business litigation, mass tort litigation, and fraud litigation.

Jim began his career in government service, working at Texas state environmental agencies and the Texas Department of Insurance. He was the Director of the Legal Division at the Texas Water Commission; Deputy Executive Director for Waste Management and Pollution Cleanup at the Texas Natural Resource Conservation Commission; and Deputy Executive for Legal Affairs, Field Operations, and Border Affairs at the Texas Natural Resource Conservation Commission.

In private practice, Jim enjoys advocacy in multiple jurisdictions, from federal and state courts to various city councils. His experience includes litigation of water rates, commercial contracts, and fraud. As a former regulator, he is excited to be working with whistleblowers, whom he calls today’s enforcers: “We rely on agencies of government to prevent fraud from harming the average citizen, but those agencies just don’t have all of the resources they need, so we must rely on whistleblowers to expose fraud. These courageous individuals take a lot of personal risk and often suffer injustice at the hands of those whom they expose. We should all be grateful for their commitment to stop fraud in its tracks.”

On his off time, Jim volunteers in local, state, and national political campaigns, Democratic organizations, community organizations, and his sons’ high school. He wholeheartedly supports local non-profit organizations that serve voiceless and vulnerable residents of Central Texas, including Interfaith Action of Central Texas, Mobile Loaves and Fishes, and Foundation Communities. For Jim, “getting away” means practicing yoga and enjoying the great outdoors.
